What is a Quality Management System?

Quality is the degree to which a system consistently meets specified requirements, satisfies stated needs, or produces desired outcomes. Quality Assurance (QA) is the formal and systematic process of auditing and evaluation of management system and operational functions of an operator/organisation to ensure: compliance with requirements applicable to the safety and quality of operations; and continual improvement of the system, to include processes and procedures related to the safety of operations.

A critical element to ensure standards are meet is the development and implementation of sound quality management system (QMS); where by airlines can monitoring conformance with regulatory, their own organisational standards, and IOSA standards. This can be accomplished through an effective internal audit programme, and gap analysis programme. In addition to monitoring conformances to standards and requirements, an effective root case analysis (RCA) programme and corrective action program (CAP) are essential to effectively correcting non-conformances and ensuring continual improvement of the QMS, and the airlines respective departmental systems – i.e., flight operations; dispatch; SMS, etc. A major focus of the current Enhanced IOSA programme is promoting that airlines develop and maintain and effective QMS and systems conformance across the entire airline to IOSA standards – on-going vice just ensure conformance before the next IOSA certification audit. Key to this is ensuring a good understanding of associated processes, standards and a well-developed and effectively implemented QMS.
