What is a Safety Management System?

A Safety Management System (SMS) is a business-like approach to safety. It is an explicit, comprehensive and proactive process for managing risks that integrates operations and technical systems with financial and human resource management. An aviation SMS contains key elements that enhance the management of the business, manage associated risks and reduce costly accidents. The key to effective accident prevention in aviation is a systematic approach. In keeping with all management systems, an SMS also allows organisations to set goals, plan, and measure performance for continuous improvement. Continuous improvement can be achieved by monitoring system effectiveness and taking action to improve the system where required. This active monitoring means that organisations can address system failures even before an accident occurs. As a result, they are proactive instead of merely reacting after an event has already occurred, as with the reactive prescriptive program.


Senior management commitment to actively promote and support safety management activities is critical. Any program will fail without support from the top. Hence, senior management, Post Holders, and the Accountable Executive must have a sound understanding and awareness of their roles and responsibilities in supporting the SMS and building a culture of safety.

This course provides a high-level overview of Safety Management Systems; the key role management play; and typical SMS requirements and activities.

  • Incident reporting requirements of the SMS
  • The roles of personnel in Safety Management
  • Importance of Management of Change & Safety Assurance activities
  • Safety review requirements 
  • Typical reports provided to the Safety Review Board
  • Overview of Emergency Response Programs

This training session is aimed at providing the Accountable Executive with a high-level understanding of the SMS and its relationship to the organisation‘s overall business strategy.
